Chief Minister Khyber Pakhtunkhwa Pervez Khattak has directed for a revised PC-I for the Shaheed Zulfiqar Ali Bhutto Hospital in Peshawar.

Chief Minister Khyber Pakhtunkhwa Pervez Khattak has directed for a revised PC-I for the Shaheed Zulfiqar Ali Bhutto Hospital in Peshawar. He was presiding over a meeting at his office in Chief Minister Secretariat Peshawar. Senior Minister Health Shahram Tarakai, MPA Khaliq ur Rehman, Additional Chief Secretary Azam Khan, Secretary Health Abid Majeed, Head of Strategic Support Unit Sahibzada Saeed attended the meeting. The meeting had a detailed discussion on the Zulfiqar Ali Bhutto Shaheed Hospital, the land acquisition and other related issues of the hospital and made a number of decisions in this regard. The Chief Minister in his brief remarks directed to prepare a revised PC-I for the Shaheed Zulfiqar Ali Bhutto Hospital in Peshawar and assured his government would include it in the annual development plan. It would be an added facility to the people needing efficient healthcare. He assured his government would continue to support the process of efficient social services in all sectors to the people further assuring that under the PTI government, the people would not suffer. ============ HANDOUT NO. 2 /Peshawar /DT: 30-8-2017 Chief Minister Khyber Pakhtunkhwa Pervez Khattak asked the quarter concerned to ensure the progress on the 81 Kilometer long Swat Motorway as per the time line determined between the provincial government and FWO. He also directed for the issuance of letter of intent for the three hydro projects in Chitral and one hydro power project in Naran by September 20. He further directed to sign MoU with FWO for the transmission line and provision of security and other required help to the company for the cement plant Haripur to undertake the land survey. He revealed that he is to inaugurate the oil refinery Karak soon and directed to fulfill all the codal formalities especially the land acquisition etc. He was presiding over a meeting to review progress on projects being launched through FWO in the province at Chief Minister Secretariat Peshawar. Advisor to Chief Minister on Communication & Works Akbar Ayub, DG FWO, administrative secretaries and other relevant officers attended. The meeting focused on the status of the projects at the occasion. The meeting was informed that FWO would undertake four hydel power projects in Chitral and Naran for which letter of intent would be required from the energy department to initiate the process of implementation on these projects. On the directive of the Chief Minister, the Secretary Energy assured to issue letter of intent by September 20. Chief Minister said that it was prerequisite to lay down transmission line for the three hydro power projects in Chitral by FWO. However, he said he would take the transmission line of the projects to the CPEC but still he asked the FWO to lay down transmission line for these projects. FWO agreed to it and would sign an agreement with the energy department. Regarding the Swat Motorway, the meeting was informed about bad weather delaying the construction work. However, FWO assured to get the target soon and in September, they would plan the carpeting of 10 KM long road adding that drilling work at one side of the tunnel was in full swing but from other side it would be started in October. 350 meter northern box cutting on the tunnel completed and in the northern and southern portals work on 170 meter and 140 meter have been completed. The Chief Minister directed for accelerated work on the tunnel and timely payment to their contractors. Chief Minister also directed to convene a meeting of the relevant quarters for the shifting of utilities on the Swat Motorway. He also directed to give protection to the residents of village Shah Kot. The FWO, KP Highway Authority and the relevant Deputy Commissioners should contacts the locals and find a solution in this regard. Pervez Khattak also asked details about the work in the backdrop of Bus Rapid Transit Peshawar that included Service Road, shifting of utilities and the widening of road etc. He directed the Deputy Commissioner to visit the service road and monitor the shifting of utilities adding that all work should be of standard. The Chief Minister was assured to complete the construction work, the widening of service road and relocation of utilities etc by September 30. The Chief Minister took strong exception to the delay of the construction work on Nowshera Medical College and directed to be on target, meeting the time lines as determined between the government and FWO otherwise panelty and claims under the law would be enforced. However, he assured extension if supported by cogent reasons. Pervez Khattak also directed for the land identification for the cement plant Haripur asking the Deputy Commissioner and other relevant staff to visit the site on September 5. He directed to complete the process of land acquisition for the oil refinery Karak adding that he would soon inaugurate the project therefore all necessary steps should be taken by the concerned quarters. Chief Minister also directed to accelerate the process of land acquisition for Peshawar model town and CPEC city project Nowshera. FWO assured to arrange payment, the movement, land acquisition process is finalized. ====== HANDOUT NO. 3 /Peshawar /DT: 30-8-2017 Chief Minister Khyber Pakhtunkhwa Pervez Khattak has asked for the accelerated finalization of Khyber Pakhtunkhwa Education Services Act 2017 in order to enforce the law which would be seen as part of the education sector reforms. He also directed to prepare a proposal for the handing over of monitoring of educational institutions of both TEVTA and Workers Welfare Board to the Elementary and Secondary Education Department so that a uniform approach is evolved for the quality education in the province. This is the only province which introduced a feasible standard for educational institutions and it was implemented throughout the province, he added. He directed to review the process of covering the missing facilities in educational institutions so that the weaknesses is moved and quality education is ensured. He was presiding over the 5th Stock Take, the special initiatives of the provincial government in elementary and secondary education in the province at Chief Minister secretariat Peshawar. Minister Education Muhammad Atif Khan, administrative secrtaries of education and health, head of strategic support unit and others attended. The meeting was briefed about the provincial government priorities, the progress on the reforms initiatives and the overall standardization of schools in the province. The meeting was briefed about the standardization of 202 higher secondary schools in nine districts of the province. Of which, it was completed in 23 schools and the standardization process was going in the rest. Similarly, 199 higher secondary schools were being standardized through C&W and NESPAK and another 199 higher secondary schools were being standardized through NESPAK and C&WD, of which 76 were complete and work on 127 was in progress. The Chief Minister directed to complete these schemes under time line. Regarding the facilities, it was told that during 2014-15, the government targeted 15136 schools to be provided with 25245 facilities. 96 % work has been completed. In the next year 2015-16, the government decided to provide 21593 facilities in 12983 schools of which 62% target achieved and the government installed 13386 facilities in these schools. Similarly, in the year 2016-17 the government focused on the provision of 17905 facilities in 11072 schools. Chief Minister directed to concentrate on the completion of schemes under the reform process in the health and education sectors adding that the resources given to the districts should be spent with clear objectives adding that the resources provided for any purpose should be spent on the same purpose and assured regulation if needed in order to get the targets. Pervez Khattak also directed to revisit the release policy of funding to the districts adding that there should be a separate account for the resources transferring from provincial government to districts. The meeting was also told about the legislation indicating education as the basic right of all children under which the provincial government would ensure free and compulsory education to the kids from primary to secondary level. Under article 25A, the provincial government enacted a law and the survey of the children out of schools throughout the province had been completed which would be made public in October. The meeting was further informed that the Khyber Pakhtunkhwa Education Service Act has reached the law department. The Chief Minister declared this law very important and directed to give it final shape as soon as possible. Under the law, the teaching community would get time scale promotion that would improve the performance of teachers. 22 cadres of teachers were clubbed in five categories with a separate management cadre and rules were being amended which would be notified soon. At district level, there would be one male DEO and an Assistant instead of DEO for female. The other features of the Act included the schools based recruitment through NTS, regularization of teachers, elimination of transfers and improvement of performance of teachers. The meeting was informed that during the fiscal year 2016-17, the public sectors schools would get 74% furniture in 3170 schools. Under the promotion of education vouchers scheme, 41000 children have been enrolled in public sectors schools in two phases, the meeting was told. =========
